Police Investigative Operations Committee

This committee shall develop guidelines and strategies for improving coordination, cooperation, and exchange of information between and among local and state police investigators and investigators of other agencies who may have concurrent investigative jurisdictions or who can otherwise support local and state investigators, including railroad police, port police, airport security, university and college law enforcement agencies, and private security agencies. The committee shall submit guidelines and recommendations to this Association for dissemination to local and state police agencies and to investigators and investigative agencies with whom increased coordination and cooperation is sought.

Initiatives

Intelligence-Led Policing, which resulted from Attorney General Janet Reno's remarks at last year's annual conference, has been proposed for NIJ funding with the goal of producing a manual that would allow law enforcement to work as partners in sharing criminal intelligence information and to understand what the information is revealing. The guide will place all agencies on the same wavelength when finding, compiling, interpreting, and presenting intelligence. Phase 2 of the project will treat the technological applications related to intelligence.

White-Collar Crime Awareness Project, in conjunction with the White Collar Crime Center, will host white collar crime awareness sessions. An IACP member will host each half-day session, and all law enforcement executives within driving distance will be invited to attend.

White Collar Crime Assistance Program (WCCAP), proposed by the committee, is in the early development stage at the FBI. Modeled after the VICAP program, WCCAP will offer local detectives expert assistance on analysis in WCC cases, including the following:

  • identifying MOs, leads, patterns
  • explaining clues
  • providing answers to questions

Economic Crime Index (ECI), a project of the Criminal Justice Information System, is in the early stages. The committee is attempting to identify ways to statisticaly report incidents of white- collar crime through developing ECI and/or changing the National Incident-Based Reporting System. Working with CJIS and the National White Collar Crime Center, the committee is exploring ways to exchange intelligence information in either a case-specific method or a pointer-index system.

Big Ideas for Smaller Departments, a grant-funded training/TA project, will soon feature an issue devoted to white collar crime and cybercrime.
